Welfare Standing Committee

The Welfare Standing Committee is one of the key standing committees constituted for the smooth functioning of Grama Panchayats in Kerala. The primary mandate of this committee is the upliftment of vulnerable sections of society and the implementation of various welfare initiatives.

The structure and key responsibilities of this committee are detailed below:

Key Responsibilities The major domains under the purview of the Welfare Standing Committee include:

SC/ST Development: Welfare of Scheduled Castes and Scheduled Tribes, along with the planning and execution of specialized schemes for their advancement.
Women and Child Welfare: Women's empowerment, monitoring Anganwadi operations, child nutrition programs, and gender budgeting.
Social Security Pensions: Identification of eligible beneficiaries and distribution of various social security pensions, including old-age, widow, agricultural labor, and disability pensions.
Poverty Alleviation: Schemes aimed at the progress of Below Poverty Line (BPL) households, the Asraya scheme, and hunger-mitigation drives.
Housing: Programs providing shelter to the homeless (such as local-level supervision of LIFE Mission projects).
Welfare of Persons with Disabilities & Senior Citizens: Assistance for individuals with physical or mental challenges, elder care, and running senior citizen clubs.
Public Distribution System (PDS): Monitoring the functioning of ration shops and overseeing the public distribution system.

Committee Structure and Election

Members: Members are elected from among the ward members of the Panchayat governing body, based on proportional representation of party strength.
Chairperson: Committee members elect a Chairman/Chairperson from among themselves through a secret ballot.
Official Status: While the Panchayat Vice President usually serves as the ex-officio Chairman of the Finance Standing Committee, the Welfare Standing Committee has a distinctly elected Chairperson. This Chairperson is an ex-officio member of the Panchayat Steering Committee.

Primary Objective The ultimate goal of the Welfare Standing Committee is to bring marginalized sections of the population back into the mainstream of society through inclusive development.
